“In presidential system, a narrow region election system will be applied.”
During the visit, Burhan Kuzu commented on the process of the new constitution and said that ” it is important to pay attention to obtain the best benefit for Turkey’s future in terms of creating a new constitution.”
Referring to the disadvantages of looking democracy only from the person’s his or her perspective, Kuzu stated that the studies did not go well, only 30 items out of 160 were agreed on and this was because the unanimity condition was not required.
Kuzu pointed out that today is the last chance for the new constitution and he said on the absence of an agreement, they will bring their own texts as the AK Party and after the general meeting they will launch a referendum.
Kuzu, the Chairman of the Constitutional Commission, made a comparison of the presidential system and the parliamentary system. He stressed that in the parliamentary model parliament has a name but he is not in it.
About the drawbacks of the parliamentary system, Kuzu said:
- As the Government is a part of the parliament it does not have a control mechanism. MP’s does nothing but to counter the attacks coming from the opposition.
- As the selection is made by listing procedure the people do not know their deputies that they vote for. Thanks to the narrow region practice in Presidential system this will be over. For example, Istanbul will be divided into 85 parts so that people can vote to people they know.
3) The parliamentary system exposes the country to the risk of coalition. In retrospect, when the coalition was created Turkey lost but when one party came to power, the country had a progress.
