143 acts were enacted in a legislative year…

General Meeting of the Grand National Assembly passed 143 offer and proposal in the 24th Period 3rd Year of the Legislative by doing overtime 875 hours and 45 minutes.
Parliament also was flooded by visitors in this legislative year. Totally 698 thousand 653 people visited the Parliament including 2 thousand 948 public day and 236 thousand 935 students.
Ankara (Civil Initiative) – General Meeting of the Grand National Assembly made 139 session in the 24th Period and 3rd legislative year covering between 1 October 2012 to 14 July 2013, 3 of these couldn’t be opened. In the General Assembly working for 881 hours and 30 minutes 46 thousand 200-pages minutes were written. The General Assembly, compared to the previous legislative year worked 51 hours of overtime.
136 sessions in General Meeting Backbenchers asked for quorum 111 times, 25 of them could not be reached to quorum. It also demanded 286 times quorum for decision, quorum for decision was not found in 175 of them.
143 acts were enacted…
947 draft law and 149 legislative proposals were presented to the Parliament. 143 of the Offer and the proposals became law. 103 of the enacted regulations were the approval of international treaties and agreements
Important ones of these regulations are as follows:
– Establishment of Metropolitan Municipality in thirteen provinces and Twenty-Six County and a bill related to making amendments on Certain Laws and Decrees,
– Law on the Solution of the applications made to the European Court of Human Rights by paying Compensation,
– Law related to making amendments on supporting of the Development of Forest Villagers and Assessment of the places out of forests on behalf of the Treasury and the Sale of the Agricultural Treasury Lands,
– The Law on the Combating the Financing of Terrorism,
– Law related to making amendments on the build of facility renewal and getting service with the Model of Public-Private Cooperation by the Ministry of Health on Certain Laws and Decrees,
– Foreigners and International Protection Act,
– Law related to making amendments on Certain Laws in the Context of Human Rights and Freedom of Expression,
– Act of Liberalization of rail transport in Turkey,
– Law related to making amendments on Certain Laws and Decrees with the aim to change the phrases for the disabled individuals, Act of Postal Services,
– Some laws that bring new regulation for the sale of alcohol and Act on Amendments to the Decree Law No.375,
– “Omnibus Bill” including regulation on 80 laws starting from 100 thousand contracted personnel with Driving license accepted as staff, new rights for relatives of martyrs, veterans, village leaders and village guards to opening of pastures for the temporary settlement,
– Shock is shown as the legal basis and the Turkish Armed Forces Internal Service Law 35 defined task of Contract clause modifies Lance Corporal and Private Law Amending Certain Laws.
Law related to making amendments on Certain Laws and also law of contracted rank and file that modifies 35th clause of Internal Service Law which defined the task of the Turkish Armed Forces.
Constitutional Reconciliation Commission
Following Cemil Cicek Parliament Speaker coming together with the professors of law 19th September 2011 Studies for the New constitution which was introduced in 24th Period 2nd Legislature continued in 24th Period 3rd Year of the Legislature.
Constitutional Reconciliation Commission, continued efforts to create text at the beginning of the 3rd legislative year, At times of crises, congestion and debate, Parliament Speaker Cemil Cicek tripped. He made a tour of the leaders in this regard.
A total of consensus have been achieved in totally 48 Article as in section on the fundamental rights and freedoms 35, judicial departments by 5, in the general provisions section 2 and in the section of the administration and public services 1 in the Constitutional Reconciliation Commission so far.
House Regulation Reconciliation Commission
Parliament also rolled up its sleeves to do a new ordinance in its 3rd Year of Legislation. Commission working approximately 6.5 months visited the United Kingdom, the USA and France. The commission who made reading on 186 articles of the House Regulation of the Turkish Grand National Assembly one by one while it was reaching a compromise approximately on the 160 substances but it couldn’t agree on some articles including clothing and drinking, acceleration and reactivation of the legislature and the audit process.
House Regulation Reconciliation Commission took these substances which was agreed or not under record. This text is conveyed to the Presidency of the Parliament to be presented to the assessment of the political party groups.
Immunity files
The number of immunity has reached 974 about lawmakers in Joint Committee on Constitutional Affairs and Justice of the Turkish Grand National Assembly. BDP took first place in Immunity files.
MPs are directed offenses such as “making propaganda for a terrorist organization”, “opposing to the Law on Meetings and Demonstrations”, “praising crime and criminal”, “insulting a public officer “, “opposition to the Law on Elections”, “incitement public to hatred and hostility “,” misconduct in office” ” insult “,” being a member of the organization “,” opposing to the Law on Political Parties “,” dishonored check “,” neglect of duty “,” insulting through the press “,” simple threats, insults “” The official document forgery “,” “sexual harassment “,” beating “,” bid rigging “,” smuggling”, “fraud on detriment of public institutions and organizations “,” forgery of public transport tickets “,” reckless injury “.
Public Chief Auditor and Auditors were elected
Turkey is also introduced a new system in this year of legislation. Çiçek is President of the Assembly again…
Assembly in 24th Period 3rd Year of the Legislation chose 2nd period President of the Parliament. Cemil Cicek AK Party Ankara deputy became the President of the Parliament once again.
Şerafettin Elçi who is the Chairman of Participatory Democracy Party (KADEP) and Deputy of Diyarbakir died on December 25, 2012.
